SHOOTINGS AT THE “LA PLANTA” CHECKPOINT

  • On August 30, 1963, Dr. Rosa de Ratto Ciarlo, councilor for the Federal District, denounced the secret shootings carried out during the previous morning by agents of the General Directorate of Police (Digepol), after having caused a prison riot in La Planta.
  • The councilwoman launched an SOS to public opinion to stop the ongoing summary executions of the detainees in that prison and to prevent the indiscriminate sending of political leaders, young people and children to the mobile colonies of El Dorado.
  • In this regard, Ratto Ciarlo publicly urged the president of the Chamber of Deputies to put an end to night shootings and torture applied to inmates.
  • She also reported that, during the inspection, which she personally presided over, she managed to prevent 3 minors from being sent to the jungles of Guiana.
  • Some of the inmates shot were: Ambrosio Urbano Nieves, Miguel Ángel Covas, Rafael Ángel Covas and Maximiliano Bustamante.
  • Five Digepol officials were responsible for the prison riot, to justify the night shootings and the mass sending of detainees to mobile colonies** . **
  • In the midst of the confusion caused by the mutiny and to avoid assaulting each other, the Digepoles, dressed in civilian clothes, chose to tie white handkerchiefs around their heads.
  • Carlos Andrés Pérez was Minister of Internal Relations. During his administration, more than 7,000 people were arbitrarily arrested, 1,500 politically persecuted arrested and tortured, authorized the crimes committed by Digepol, slandered and brought state violence to the highest point. He was known in the National Congress as “The Police Minister”.
  • The La Planta police checkpoint was converted, by Rómulo Betancour t, into a warehouse for human beings, arbitrarily arrested in violent raids ordered by him.
