In the Mountain Barracks, where homage was paid to the Bolivarian leader Robert Serr and María Herrera, 10 years after their planting, assassinated by the fascist right, the President of the Republic, Nicolás Maduro, invited the construction of 4,530 Community Circuits as an expression of the new social power and the new participatory democracy.

“This is the current top priority,” he said.

He also urged action to be taken without delay to search for youth in the territory: the neighborhood, in the community, in urban planning, in the high school, the university, to “empower and organize Venezuelan youth.”

Another instruction, he indicated, is that revolutionary youth leaders use a notebook, “all our youth starting today carry Robert Serra's notebook, to write down their ideas, their plans, their strengths, their priorities. I'll leave it as an idea.”

He pointed out that the objective is to join forces so that young people in Venezuela return to writing.

In addition, the head of state received and approved the launch of a Special Graduate Program, aimed at achieving 100% schooling for Venezuelan youth in high schools and universities.

He commented that the COVID-19 pandemic, the economic war “and mistakes made by the bureaucracy led to young people out there without studies, who have become demotivated to study.”

“Let's go to a Graduate plan so that these young people are complete with education. I want to see the phases of the development of this plan and that we achieve it,” he said.
