  • While running to avoid being drafted, Pedro Vicente Isturiz, 17, was fatally shot by an agent of the Caracas Municipal Police.
  • The event took place on the corner of Gato Negro, Av. Sucre in Sucre parish (Catia), when Pedro Vicente and a fellow student, Luis José Hidalgo, were returning from a party and were approached by police officers who asked both for their military cards.
  • While Pedro Vicente tried to evade the recruitment procedure, police officer José Romero, number 5,008, drew his regulation weapon and shot at him.
  • He died while being taken to Catia Hospital. A gunshot wound could be seen on his body that entered through the right hemithorax and came out through the left shoulder blade.
  • The government of Romulo Betancourt tried to morally assassinate Pedro Vicente, weaving the plot that he was a criminal with a criminal record.
  • Investigations found that he was never in prison or had a police record.
  • This was the last year of Romulo Betancourt's administration (1959-1964), who imposed the Escape Act, often applied to mobile checkpoints and police raids. All this within the framework of the repressive measures to arrest young students in the streets at any time, who were then taken to the cells of the civil headquarters and from there to the White Rabbit.
