Currently we Venezuelans are outraged by a new attack by the United States, it is the application of the Foreign Enemies Act, requested by the Venezuelan right against our migrants, who were kidnapped and sent to a security prison in El Salvador for a renewable period of two years, without judicial verification that shows whether they are criminals or members of a criminal organization.

The Foreign Enemies Act, created in 1798, empowers the president of the United States to detain and deport foreigners in the event of a declared war or an “invasion” or “predatory incursion”, as explained by the independent American magazine Just Security. This media also explained that the law does not distinguish their established legal status or between “loyal and unfair” foreigners.

This law has only been applied 3 times: in its creation, against Japanese citizens, then in the First World War and in the Second World War. On March 14, US President Donald Trump used this law, bypassing the decision of a federal judge, who preemptively prohibited his Government from deporting 238 Venezuelan citizens in an expedited manner under this regulation, after Democracy Forward and the American Union for Civil Liberties (ACLU, for their acronym in English) will file a lawsuit.

The application of this law is due to the request made by María Corina Machado, Leopoldo López, Carlos Paparoni, Carlos Vecchio and Juan Guaidó through the Secretary of State, Marco Rubio; when reporting in the United States that “every Venezuelan migrant in that country is a member of the extinct criminal organization Tren de Aragua, regardless of their immigration status”.

That's when last Sunday, the Donald Trump administration kidnapped and deported 238 Venezuelans. Despite the fact that there was a court order preventing these actions, they were received as highly dangerous criminals and were held in the Salvadoran prison called the Center for the Confinement of Terrorism (CECOT), on instructions from the president of that country, Nayib Bukele.

However, we must be clear that this is a criminal act of human trafficking, in which Trump declared that “6 thousand dollars were paid for each Vanezolan who will be imprisoned for a period of 2 years on a renewable basis”. Rubio also thanked Bukele for receiving them immediately.

Reactions of the Bolivarian Government

The president of the National Assembly (AN), Jorge Rodríguez, gave a press conference on Monday, the 17th of the current, in which he denounced that “the U.S. government signed a proclamation, in the best Nazi style, called the Foreign Enemies Act, which violates the Declaration of Human Rights , the Charter of the United Nations and all the conventions signed between countries on the rights of migrants. This proclamation is based on a law that predates the existence of international law and modern diplomatic mechanisms through the United Nations, a law of 1798 that does not conform to current times and current laws.”

Rodríguez added that “the illegality of the application of this proclamation is so overwhelming that they are not kidnapped in El Salvador nor are they requested by the Salvadoran justice system, in the terms established in the Rule of Law; President Bukele behaves like a slaver, who is also charging 6 thousand dollars a month for each kidnapped migrant Venezuelan”.

At his recent press conference, revolutionary leader Diosdado Cabello Rondón clearly and forcefully stated the truths that international destabilizing forces seek to hide. In his statements, Cabello denounced how the Venezuelan extremist right, in complicity with international actors such as Álvaro Uribe, Iván Duque and certain American structures, has created and protected criminal networks that operate against the peace and stability of the Venezuelan people.

The links between Álvaro Uribe, Iván Duque and the Aragua Train

Cabello highlighted how former Colombian presidents, such as Álvaro Uribe and Iván Duque, not only transferred members of the Aragua Train to Colombia, but also protected them to be used as tools of destabilization against Venezuela.

“If you want to find the bosses of the Aragua Train, look for them back in Colombia, they are Duque and Uribe. They took them away from here to protect them,” said Cabello.

These statements are added to allegations of direct cooperation between these figures and the narco-paramilitarism that, for years, has plagued Colombia. Even the authorities of this neighboring country would have ignored detailed information provided by the Venezuelan Government about the location and activities of these criminal gangs.

The “Coyote Network” and Human Trafficking

As stated by Cabello, opposition leaders such as Juan Guaidó, Leopoldo López, Carlos Vecchio, Julio Borges, Miguel Pizarro and David Smolansky have structured what he called a “network of coyotes”. This organization, under the guise of humanitarian assistance, exploits the Venezuelan migratory drama by profiting from the most vulnerable.

According to investigations, this criminal network charges for each migrant who crosses dangerous routes such as the Darién jungle, receiving funding from international NGOs that, far from assisting migrants, end up being complicit in this exploitation.

Never in world history has this type of crime been seen openly in the eyes of the world, when it became known that at least 238 people of Venezuelan nationality were transferred from the United States, who without verifying their criminal records, are being held in prisons in El Salvador.

Last Monday, March 17, the general secretary of the United Socialist Party of Venezuela (PSUV), Diosdado Cabello Rondón, during the usual press conference of the National Directorate of that political tent, this Monday, assured that the coyotes and Nayib Bukele are only looking to profit from migrants.

Cabello explained that people were given an open inquiry with false signatures and that the coyotes “are still working.”

“Six million dollars a month will be paid to the fascist Nayib Bukele" to receive Venezuelans deported by the United States (USA).

He also denounced that “if any media outlet or one of those who have spoken (about migrants) says something they swallow it alive, because they are part of this infamy against our people, they condemn us and point to us”.

The criminal structure that operates from the United States

A central point of Cabello's statements was the complaint of how the United States has become a refuge and operating base for these criminal networks. Opposition figures such as Juan Guaidó, Leopoldo López and Carlos Vecchio lead, from North American soil, criminal activities that include human trafficking and illegal financing.

“I saw a photo in a restaurant in the United States: Leopoldo López, Carlos Vecchio, Smolansky and Guaidó. It's a criminal structure that makes life public in the United States and it can't be that the FBI doesn't notice,” said the revolutionary leader.

Not only are these activities known to US authorities, but, according to Cabello, they are tolerated and even protected as part of the imperialist strategy to attack Venezuela.

“Julio Borges charged thieves who left Venezuela and offered them protection in exchange for the money they have in the United States. It's a mafia and the United States has them there,” he said.

A Call for Truth and International Action

Cabello's statements not only unmask those responsible for these criminal networks, but they also demand immediate action by international organizations. These structures, far from helping the Venezuelan people, have been dedicated to attacking them and profiting from the pain of those who have been displaced by the actions of these criminal groups.

“The biggest blow that can be given to the Aragua Train is to stop what Guaidó, Vecchio, Pizarro, Leopoldo López do... What these people do is public, notorious and communicational,” he said.

The Bolivarian Government, led by President Nicolás Maduro, continues to demonstrate its unwavering commitment to peace, justice and the protection of the rights of the people. From the Homeland of Bolívar and Chávez, complaints are firmly raised to defend the truth and dismantle structures that seek to undermine Venezuela's sovereignty.

Cabello criticized the silence of the United Nations (UN) regarding the violation of the rights of Venezuelan migrants by the United States and El Salvador.

“It's a shame that, at this point in the year 2025, there are governments that implement these ferocious methods of persecution, fascism, Nazism; and that organizations such as the UN, until now say nothing, are keeping quiet,” he emphasized during the press conference of the National Directorate of the PSUV.

He called for national unity in the face of these attacks against compatriots deported from the United States and taken to El Salvador.

“The justice system in the United States has never been characterized by being transparent,” said the sector vice president of Politics, Public Security and Peace.

He assured that the Bolivarian Government will do everything possible to ensure that the Venezuelans kidnapped by Nayib Bukele reach their homes, to their homeland.

“We are giving a response of dignity and height with our migrants wherever they are,” he said.
