On November 24, 2007, Commander Hugo Chávez created the Music Mission, a social program based on the consolidation of the Venezuelan National System of Children's and Youth Orchestras and Choirs, and the incentive to learn music among children and young people from the most vulnerable sectors of the country.

Its main objective is to promote Venezuelan musical talent with the creation of Social Action Centers for Music from Bolivarian community centers and schools so that all children have the opportunity to learn to play musical instruments and have access to choirs and orchestras. In addition, it seeks to guarantee access to musical training.

This mission of the Bolivarian Government was announced by Commander Chávez during the program Aló Presidente number 292, broadcast from the state of Yaracuy in September 2007, to help strengthen the advanced work carried out within the framework of the Cultural Mission, but focused specifically on the musical area.
