The sectoral vice-president of Planning, Ricardo Menéndez, reported that participation in the second National Popular Consultation 2026 is consolidated as a cultural fact and a democratic tradition in the country, highlighting that the proposals chosen this Sunday by the communities directly nourish the nation's budget.
“It's not just another consultation, it's turning participation within each of our communes into a cultural aspect in order to generate a new exercise of government,” Francisco de Miranda, in Miranda state, said from the center of endogenous development.
Menéndez specified that there is a direct connection between local projects and State finances. “The nation's budget that was allocated to the National Assembly on October 14 is rooted precisely here in each of the communes,” he said, recalling that voting for water or road initiatives is supporting the country's strategic lines of public investment.
He also highlighted the diversity of the organizations that converge in the consultation, from rural to urban communes. In this regard, he valued the incorporation of condominium boards, which are integrated into the dynamic to address their infrastructure and service needs, demonstrating that basic democracy encompasses the different forms of social organization in the territory.
