The National Experimental Security University (UNES) was created on February 13, 2009, by Eternal Commander Hugo Rafael Chávez Frías, within the framework of the Alma Mater Mission and as a result of tireless struggles by human rights activists, researchers, teachers and police officers to promote a new police model and to be responsible for the comprehensive, intellectual, professional and social training of civil servants.

The UNES trains members of the Bolivarian National Police (PNB), State and Municipal Police Bodies, Scientific, Criminal and Criminal Investigations Corps (CICPC), Fire and Fire Departments, Civil Protection and Disaster Management Corps, Technical Corps for Surveillance and Land Traffic and penitentiarists.

15 years after its creation, this house of study continues to train in the area of citizen security, thus maintaining the pride of being the only university in Venezuela and Latin America to professionalize men and women who become civil servants in the ranks of security bodies.
