The Leader of the Bolivarian Revolution Hugo Chávez, on October 12, 2003, launched the Guaicaipura Mission, which seeks to restore territorial titles and claim human rights to the many indigenous communities of Venezuela. These rights were trampled on for years, by governments that defend the capitalist system, who see in the indigenous population beings that are not productive for their system, so the best policy was exclusion.

The vindication of indigenous communities is one of the main objectives of the Bolivarian Revolution, because they are the original peoples of the homeland.

In the same way, with a view to complying with this, a Presidential Commission was formed composed of the ministries of Indigenous Peoples, Environment, Education, Health, Agriculture, Food, Defense, Energy and Petroleum, Housing, Participation and Social Protection, and the Community Economy. In addition to this governmental component, there are Indigenous Deputies and Indigenous Community Councils, whose goal is to demarcate and title the habitat and lands of indigenous peoples and indigenous communities, promote their harmonious and sustainable development and promote integral development to guarantee the effective enjoyment of their social rights.

The Bolivarian Government has fulfilled the objectives of the Guaicaipura Mission and by 2007 it had registered more than 3,101 indigenous communities distributed in the eight offices located in the national territory together with the promoters of the different offices of the ministry. In the same way, plans have been developed to grant decent housing and social improvements to thousands of indigenous people who were excluded before the Bolivarian Revolution.
