- On February 21, 2014, Elvis Durán was surprised by a barricade on Rómulo Gallegos Avenue at the height of the Horizonte housing estate, where opposition demonstrators placed a metal guardrail stretched between two poles to prevent motorized traffic.
- Elvis was riding his motorcycle at night, near Televen, when he passed the barricade, he had his throat cut on the spot, he was the second motorcyclist to die under these circumstances during “La Salida”, organized by Leopoldo López.
- The retired general, Ángel Omar Vivas Perdomo, introduced this tactic from his Twitter account as part of the street actions of the opposition gangs.
- In different areas of Caracas, wires were then placed across the streets.
- Vivas, on her Twitter account, wrote the following message: “To neutralize criminal hordes, nylon ropes or GALVANIZED WIRE must be crossed at 1:20 meters high at the mouths of the streets... if you don't have nylon ropes, you can use GALVANIZED WIRE of the thickest, it's very effective too”.
- He then surrounded himself by supporters of the guarimbas in his house in Prados del Este and barricaded himself on the roof of the house armed with assault rifles and long weapons.
- From there, he threatened state security forces with shooting at them if they tried to stop him. In detail, he used social networks to instruct about the arrest and interrogation of the GNB, the use of homemade bombs, the disabling of armored vehicles and the use of guayas, ropes or galvanized wires to neutralize motorized vehicles.
