Diosdado Cabello recalled that during the last years of the political period of the Fourth Republic, a plan was carried out to privatize State public companies, selling them off to companies linked to imperialism with the objective of scrapping them and imposing liberated tariffs on public services.

He presented the case of the telephone company CANTV privatized in the Fourth Republic, in the government of Rafael Caldera, when the president of the National Telecommunications Commission (CONATEL), as representative of the Venezuelan State agency to exercise regulation, supervision of the sector, was obliged to go and receive orders from the representative of the transnational company Verinzon, Gustavo Roosen, who served as president of CANTV.

“At CONATEL, the State was not in charge. CONATEL had to make an appointment with the “boy” Gustavo Roosen to talk to him, and they also had something signed and established that required the company CANTV to increase its rates every two months, so when the Bolivarian Revolution came to power, I consulted the President of the Republic, Hugo Chávez, who opposed these increases by decree,” he said.
