During her participation in the seventh broadcast of the Podcast of the President of the Bolivarian Republic of Venezuela, Nicolás Maduro Moros, the Executive Vice President, Delcy Rodríguez, described her first meeting with Commander Hugo Chávez.

“My first contact with Chávez was by telephone, one day, at 1 in the morning, Chancellor Roy Chaderton called me to tell me that they couldn't find the French interpreter and Chávez was going to talk to a Prime Minister and I needed to speak in French and I told him: I don't think I can because if I see him I think I'm going to faint with emotion. Then he told me don't worry that you're going to be in an office in Palacio Blanco in communication, obviously he (Chávez) didn't know who did the translation,” he said.

The Vice President said that she met Chávez after the 2002 coup d'etat, “I had some comments that he had asked the Supreme Court of Justice (TSJ) to rule on the coup d'etat, I went to the Palace every day and when the car where the Commander was driving came out at 2 or 3 in the morning, I was there and I said I had to give him something.”

“As after 7 days Chávez told someone to attend to me and that was Admiral Carmen Meléndez, she was my godmother, she attended to me,” he said.

Rodríguez recalled that the Admiral then called her to tell her that at Chávez's request she should take the victims of the coup on a tour of the United States and coordinate the tours, “so I met the Commander in a meeting with him and the victims of the 2002 coup.”
