The simplification carried out by the National Integrated Customs and Tax Administration Service (SENIAT) energizes commercial activity and boosts small and medium-sized enterprises (SMEs), by facilitating compliance with their tax obligations, said the National Council for Trade and Services (CONSECOMERCIO).
The union, as reported by the Venezuelan News Agency (AVN), valued Administrative Order No. 2026-00093, published in Official Gazette No. 43,484 of October 21, 2026, which eliminates the requirement for the exclusive use of fiscal machines and allows the use of free digital platforms of the State and private technology providers to issue invoices.
CONSECOMERCIO noted that the cost of fiscal machines exceeds one thousand dollars per piece of equipment, not including maintenance and inspection costs. With the new arrangement, these devices will be optional and establishments that already have them operational can continue to use them.
The regulations establish a period of 180 continuous days for the transition and are in full force until April 19, 2027. In addition, it includes procedures for managing billing when electrical or connectivity faults occur, through the digital registration and sending of documents once the contingency has been overcome.
On the other hand, the sector valued Administrative Order No. 2026-0099, published in the Official Gazette No. 43485, which contains criteria for qualifying special taxpayers. The board highlighted the possibility of reviewing the classification of companies that, due to their revenues or administrative structure, should not be included in that category.
