On April 27, 2010, from the Miraflores Palace, Commander Hugo Chávez Frías emphasized the importance of the Bolivarian Revolution using a single code to wage the communication battle in all spaces.

“Ask yourself: Does what we are going to do require any media strategy? Answer yourself yes or no, and get on with it, and liaise with the Ministry of Communication and Information, not everyone, on their own... The Compadre Revolution has to be a single code because if we don't confuse everyone, you say Inapymi, and some people will say, think, a private company, a foundation. It's the Revolution, we have to unify the codes,” he said.

During that meeting, the then Minister of the People's Power for Public Works and Housing, Diosdado Cabello, highlighted how Chavism began to fight in the networks, a space that the opposition had assumed was theirs.

“They have assumed that Twitter and social networks belong to them, and there has been an important demonstration from the Chavism sector by the different people who have opened a space there, and we had spoken, you recently commented that when you joined the network that would be candanga. So a suggestion to create your page, your space there, and before sending him a message has already broken records. But that is taking away from them a space that at one time they thought was private property, only them,” he said.
