  • On that date, the Head of State, Hugo Chávez, ratified the indefinite cessation of military exchange with the United States during the broadcast of the program Aló Presidente No. 220, from Carora, edo. Lara.
  • President Chávez announced the rupture of the 35-year military alliance that the governments of the Fourth Republic enthroned inside the facilities of Fuerte Tiuna.
  • Commander Chávez clarified that the Venezuelan counterintelligence services detected some American officers who were in the country, thanks to the cooperation agreement, carrying out propaganda activities against the government, without taking care of providing agreed military training courses.
  • The rupture of such binational cooperation, Chávez added, is indefinite and included the suspension of any joint exercise between our Armed Forces and those of that country.
  • The U.S. mission had an office inside Fuerte Tiuna, to which some Venezuelan officials were frequently invited to speak out against the president and military superiority.
  • Chávez ordered all the gringo instructors who operated outside of that office to leave Fuerte Tiuna to carry out tactical and strategic training activities for the various components of the FANB, suspending scholarships and military exchange programs with the United States.
  • The military alliance between the CIA and the Adeco Copeyan governments was long-standing. Starting in 1958, from the headquarters of the US embassy in Caracas, military attachés, Pentagon officers and agents of “the agency” operated openly in psychological warfare advertising campaigns aimed at “brainwashing”, as well as in techniques of torture and the disappearance of political persecuted persons in anti-guerrilla camps.
  • In the same way, mercenary agents, trained in the United States, were being sent to Venezuela to occupy senior positions in Digepol, SIFA, DISIP, PTJ and other State bodies.
  • This conspiracy, between Ad-Copei and the United States, which for decades gave the CIA carte blanche to do and undo in sensitive strategic and military matters, was eliminated by decision of Commander Chávez, in defense of national sovereignty and with the full support of the Venezuelan people.
