On January 13, 2006, from the Federal Legislative Palace, Commander Hugo Chávez, assured that “the government has to be on the street, because the street belongs to the people”.

“This is how you govern, how you legislate, on the street, in the countryside, in the neighborhood, listening to the people, listening to the people, looking for solutions to their problems,” he said.

In that sense, he pointed out that this represents participatory and representative democracy (...) It is leading to a bureaucratic and elite system of government. I think it's natural to itself, it's natural to the concept, that we have to break it definitively and give more life every day to a vigorous, participatory, leading democracy; wherever the people have the power and control of power”.
