On June 3, 2004, the Leader of the Bolivarian Revolution, Hugo Chávez Frías, called on the People of Venezuela to face the new Battle of Santa Inés, in reference to the Revocation Referendum, to defeat the oligarchy and win a new victory for the Fatherland.

“I invite you to this new battle, so let's go to Santa Inés, today the Campaign of Saint Agnes begins, with my general Zamora, with my general Bolivar, with my general Sucre at the helm, they command this battle, the Venezuelan people are going to demonstrate once again what they are capable of, the liberating people of South America, to defeat an oligarchy that intends to take back possession of the Homeland of all, of the Patria de Bolívar and this government (...) The Venezuelan people are in battle again and I call them because, as my general Córdova said next to Sucre back in Ayacucho 190 years ago, ahead, at the pace of victors, friends and friends, it's just a new battle and that what awaits us is a new victory, a hug”, highlighted the Commander from the Miraflores Palace.

He also called on the Venezuelan opposition to go to this new electoral battle while respecting the rules of the game. “I'm going to ask all sectors of the country (...) to everyone, to put our minds and hearts and good will, it's not much to ask, we must all have it to do our bit, for the sake of a transparent, clean process and within one; two months or so we'll see each other in that Battle of Saint Agnes, a clean battle, a peaceful battle, a democratic battle,” he said.
