On June 23, 2006, the Leader of the Bolivarian Revolution, Hugo Chávez Frías, emphasized that Community Councils are the basis of socialism and democracy participatory and leading role in Venezuela.

The Community Council is the fundamental element of participatory democracy as the protagonist (...) they allow organized people to directly manage public policies and projects aimed at responding to the needs and aspirations of communities in the construction of a society of equity and social justice, that is, the construction of Socialism (...) you, the forerunners of Venezuelan Socialism, you are the ones who are building the fundamental bases,” said the Commander from Barinas.

In that regard, he emphasized that in addition to meeting the needs of communities, Community Councils should also be instances to promote the values of the Bolivarian Revolution. “One of them has to be volunteer work, because there are good people (...) With the old values that if he doesn't get paid, he won't move a hand. No, I have to be paid to paste a block. It's no longer good, if it's for the community, voluntary work (...) liberating work, not enslaving work, work as part of contributing to the community, that's important to insist on voluntary work,” he said.
