On February 15, 2004 , Commander Hugo Chávez, during President Aló #182, denounced the ties of the right wing with international organizations to fund violence in governments not kneeling to the Empire.
“Everyone in the world keeps quiet out of cowardice, or because I don't know what else is not cowardice, we don't. We tell the truth,” he said.
The Supreme Leader of the Bolivarian Revolution explained how, for the time being, SÚMATE was being funded, an organization that “led a national petition to collect signatures to request a recall referendum on the presidency of President Chávez, working in collaboration with other organizations non-governmental”.
He also announced that the Center would promote and invite Venezuelan NGOs and human rights defenders to participate in biannual meetings at the Center in Washington to discuss and coordinate collective action among human rights groups in Latin America.
In that regard, the leader issued a call to the Washington government to review the situation, “in any case we are not going to remain silent nor are we going to be paralyzed, no, we are going to denounce this wherever it is necessary to denounce it as I am today denouncing it to a country, especially informing the Venezuelan people, informing the Venezuelan people because I repeat, the threat against Venezuela is being orchestrated again”.
