On May 14, 2010, the Leader of the Bolivarian Revolution, Hugo Chávez, reaffirmed that the Bolivarian Government was hard against smuggling and speculative mafias that violate the Law, but above all they do enormous harm to the People.

“We are doing in-depth research on the subject of the so-called parallel dollar, it's speculation (...) I have taken the lead in coordinating operations because we have to hit these mafias by smuggling, speculating and using technological advantages,” he said from the Miraflores Palace.

In that sense, he recalled that these mafias were generated by “the bourgeois State, it was generating different mechanisms of the most varied and the most creative for evil, for fraud, for stealing, for looting the people”.

“Well, we are behind every step, behind every step, of those who are outside the Law (...) we always do all this within the framework of the Law, within the framework of the Law. Now, these are just examples of the vices that still survive here because, they still survive, of a model, capitalism that is super backward, I meant, underdeveloped, super backward, dependent, corrupted,” he said.
