The Eternal Commander Hugo Chávez insisted that the fundamental slogan of the Community Councils must be to “meet the essential needs of the People” and this is achieved in coordination with all communities.

Chávez recalled that the most important thing about capitalism is to make money, “for us that cannot be the priority, we are not here to earn money, in socialism the most important thing is to meet the needs of the community.”

In that sense, he argued that volunteer work is essential, “there are people with old values, who if they don't get paid, they don't move a hand. If it is for the community, volunteer work must be a liberating contribution.”

“It's important to insist on voluntary work. Every revolution requires the injection of volunteer work, especially if it is a revolution that is marching towards socialism,” Chávez said on June 23, 2006, from Maporal, Barinas state.

He assured that we must start from the Community Councils as a fundamental element of leading participatory democracy.

“You are like Francisco de Miranda, today we call you 200 years later the forerunner of the Venezuelan Revolution of independence, 200 years from now the grandchildren of our grandchildren will call you the forerunners of Venezuelan socialism, because you are the ones who are building the fundamental bases,” he added.
