Caracas Mayor's Office granted temporary permits to the popular economy during carnivals

Mobile points in the city for the processing of temporary sales permits

The Directorate of Urban Control of the Mayor's Office of Caracas is working hand in hand with sectors of the Popular Street Economy on a plan for the reorganization and beautification of public spaces. In this regard, this week, more than 500 temporary permits were granted for Carnival items from Urban Points in 4 parishes of the Bolivarian Libertador Municipality: San Pedro, El Recreo, Catedral and Caricuao.


Just the copy of the ID card and the Tax Information Register (RIF) were sufficient to process this temporary permit for the sale of paper, foam, masks and serpentine during the carnival season free of charge and expeditiously.

In this regard, Reny Paruta, head of the Popular Street Economy coordination of the Urban Control Directorate of the Mayor's Office of Caracas, confirmed the installation of 4 urban points for the care of people interested in applying for permits to work on a street basis in public spaces during carnival 2024.
We have been deployed primarily to guarantee happy international carnivals 2024 as instructed by Chief Admiral Carmen Meléndez, mayor of the Bolivarian Libertador Municipality,” she explained.
He added that this activity is aimed at ensuring that spaces are not used in an anarchical, disorganized way, material goods or fixed posts are placed.

“We have started with a process of humanization and awareness among the representatives of the Popular Street Economy who carry out their activities at this time, establishing control over authorized persons,” Paruta stressed.






He reiterated the call of Mayor Carmen Meléndez to guarantee security, joy and peace during these International Caracas 2024 carnivals, as well as the incorporation of an organized Popular Street Economy with greater awareness of the use of spaces in the city.

“We are going to have two centralities for events, one on the boulevard of Sabana Grande in the parish of El Recreo and the other on the Paseo de la Nacionaridad to Los Próceres,” Paruta explained.
He stressed that urban areas are available to request or receive permits, but also alerts and complaints that will be implemented in the 22 parishes of the Libertador municipality.
During the tours, they met with spokespersons and representatives of street workers to hear their impressions of this plan, as well as to multiply the dissemination of the new legal provision issued by the City Council.
SPOKESPEOPLE OR PROTAGONISTS
Rafael Camacho, spokesperson for the Popular Street Economy for the Socialist Party of Venezuela (PSUV), in the parish of El Recreo, participated in the tour of the officials of the Urban Control Commission verifying on the ground that the representatives of the Popular Economy have the precautions established in the ordinance of the Municipal Council of Caracas to be able to exercise their office on the Boulevard de Sabana Grande.

“We want everything to be framed in the law, for everything to be in place to then determine the number of new permits that can be granted as part of this boulevard reorganization plan that seeks to activate all the economic and recreational potential of this traditional place in the capital city,” he said.

For her part, Sandra Viloria, representative of the juice vendors, expressed her satisfaction with the decision to recognize popular activities and undertakings to citizens who have made this activity a source of income for their homes.

“I am very happy with this work that Urban Control does for workers who have been carrying out our economic activity on the street for years in the permitted areas, it is a great achievement and for that we thank you,” she said.

The representative of the popular economy of that town, reiterated the importance of communication between municipal authorities, in particular Urban Control, which brought them together and explained the objective of this plan to reorganize this public space.

“We know that this place in the city is for the recreation of Caracas residents and visitors, so bringing attractions or events will increase the number of visitors and the time spent in the different spaces of the boulevard,” he said.

Mayfelis Velásquez, spokeswoman for the Popular Economy of Calle La Iglesia, specified that through this plan they have managed to reduce friction with the owners and representatives of commercial premises in this sector of the boulevard of Sabana Grande, so that together, the mayor's office, formal and popular merchants determined the number and style of awnings they will place during the Carnival season, after being authorized by the mayor's office.

For his part, José Centeno, a popular street worker, stressed the importance of the help provided by the Mayor's Office of the Libertador Municipality by installing these points in various parts of the city to facilitate the application of permits to those who exercise the popular economy informally.

“I am satisfied with this point from the Urban Control Directorate because it is a benefit for us to help us with the necessary permits and precautions to be able to work this carnival season on the boulevard,” he said.

Finally, Ninoska Palma, a merchant in the Popular Economy sector, stressed that beyond the convenience of being able to process their permits a few meters from the place where he works, there is the value of officials from the Caracas Mayor's Office reaching out to the communities to truthfully inform them what they need to legally carry out their economic activities in public spaces.
