The Caracas Fire Department urged the population to avoid using elevators in buildings until they are properly inspected and certified by qualified technical personnel, an indispensable measure to prevent mechanical failures that jeopardize the physical integrity of users following recent seismic events.
The institution emphatically clarified that the rumors spread on digital platforms about alleged fines or sanctions against citizens are totally false, so it categorically denied the execution of conduct inspections and asked the community to remain calm.
The agency recalled that COVENIN Standards 2241-90 and 1018-78 establish that, in the event of any contingency, these systems must be rendered inoperative due to the danger of structural traffic jams, also warning that the reactivation of equipment in emergency “automatically cancels building insurance policies” under article 1,185 of the Civil Code.
Officials warned that there are severe legal liabilities in the matter, specifying that article 409 of the Criminal Code stipulates that, if a person is injured or dies after turning on an unsuitable device, “the Condominium Board will face criminal charges” extended to landlords who have acted negligently.
