CONTEXT:

• The declassification of these CIA files occurred at a time when the Chilean dictator traveled to England. The Spanish judge Baltazár Garzón invoked universal jurisdiction for crimes against humanity and issued ****an arrest warrant for the crimes of genocide, international terrorism, torture and forced disappearance of persons.
• He was therefore arrested in London, where he remained under house arrest from October 16, 1998 to March 2, 2000.
• During that time, he enjoyed the protection of former Prime Minister Margaret Tatcher, Elizabeth II and George W. Bush, who interceded for him to be admitted to a luxury clinic.
