AN will discuss the Artificial Intelligence Act in the first quarter of 2025

The Standing Committee on Education, Health, Science, Technology and Innovation of the National Assembly (AN), concludes 2024 with four bills approved in the first discussion, including the Artificial Intelligence (AI) Act, which will be brought to the Plenary of Parliament in the first quarter of next year.

This was reported by the president of the parliamentary body, Deputy José Villarroel, when presenting the management balance of the committee in charge.

He noted that the commission has worked together with the Ministry of People's Power for Science and Technology (MinCyT), the governing body to discuss the AI Act and other legal projects that are already under Public Consultation with the People's Power, according to a note from the AN.

He stressed that, in addition to this legal proposal, the draft Law on Peaceful School Coexistence; the Law for the Prevention, Care and Treatment of Sexually Transmitted Diseases and the Bill for the Comprehensive Care of People with Celiac Conditions and Gluten Intolerance, which are being worked on in a joint commission, will go to second discussion.

On the other hand, he explained that the Special Commission to legislate on Social Networks and the Impact on the Population, especially on Girls, Boys and Adolescents, is working on the issue of young people who use technological platforms excessively, limiting their creative capacities.

He also announced that they are working on projects that will be submitted to first discussion soon, such as the proposed Industrial Property Law, which seeks to regulate and guarantee property rights.

He also noted that there are advances in the Copyright Act, Digital Identity Law, Smart Cities Act, Trademarks and Community Quality Act; as well as the Collective Trademarks Act and in the Spatial Activities Act and the Mental Health Act, which is nourished by several regional regulations in this area, such as those of Lara, Carabobo and Zulia.

Villarroel commented that the commission is working on the Reform of the Infogovernment Act to unify government criteria, installation and data; and the High Performance Digital Applications and Unification Bill, where a joint commission is proposed to deal with issues related to the social, technological and sports nature.

He stressed that they are working on the proposal of the Bill for the Granting of National and International Scholarships in the National Education System, the Law on Education for the Military Sector, the Bill on Cardioprotected Zones and the Bill for Dental Practices.

On the other hand, he recalled that a special commission, appointed by the Legislative Branch Directive, is advancing investigations into the acts of fascist violence that occurred in the past electoral process of the Central University of Venezuela (UCV), where positions of student representatives were elected.

In this regard, he stated that they have already met with authorities from that study house, and the electoral commission, to review the challenges, deepen the investigations, establish responsibilities. He noted that in the coming days they will deliver a final report on the matter.

He also stated that the parliamentarians committed themselves to continuing to support the head of state, Nicolás Maduro, in the Plan of the Seven Transformations, the productive economic recovery and the scientific, educational and innovative transformation of Venezuela.

The deputy stressed that they will continue to be deployed throughout the national territory, with various social sectors, such as university, education, public and private; to advance in the construction of laws that promote, promote and guarantee a new ecological culture.
