“I swear before God, I swear before the Fatherland, I swear before my People that on this dying Constitution I will promote the democratic transformations necessary for the new Republic to have a Magna Carta suitable for the new times. I swear”, with those strong words, on February 2, 1999, Commander Hugo Chávez assumed the presidency of Venezuela to provide a process of profound social and political transformation, which inspired other countries in the Latin American region.

After the victory in the elections of December 6, 1998, Commander Hugo Chávez was sworn in for the first time as president of the Bolivarian Republic of Venezuela and with those words that would go down the pages of history, he swore to transform the country through a constituent process that would reform the Constitution of 1961, the first step that laid the foundations of a new inclusive and leading social model.

With Chávez's victory in the 1998 campaign, it was the first time that a militant politician from a non-traditional party ruled the richest country in South America. Since the fall of the Marcos Pérez Jiménez dictatorship on January 23, 1959, the Presidency of Venezuela had been occupied by six leaders of Democratic Action (AD) and three of the Committee for Independent Electoral Political Organization (COPEI), who led the country to an unprecedented social crisis.

For the Supreme Leader of the Bolivarian Revolution, the People always came first. With the reform of the Constitution, the way was opened for the acquisition of political and social rights never seen before in Venezuela.

The recognition of indigenous peoples, the redefinition of human rights, the change from a representative to a participatory democracy and the promotion of political and religious rights are some of the great advances sown by Commander Chávez and that would also serve as an example for other countries in the region.

Thanks to the arrival of the revolutionary leader, more than 30 missions and large missions were created that meet the social needs of the people in food, health, education, old age pensions, sports and physical activity, culture.
