On November 25, 1999, the Eternal Commander Hugo Chávez presented the draft of the future Venezuelan Constitution on national television, before being submitted to his second referendum, which was approved with 71% of the votes and resulted in the ratification of the Bolivarian Constitution of Venezuela of 1999. This project was called Fundamental Ideas for the Bolivarian Constitution of the Fifth Republic, in which it proposed a series of reforms to grant greater power to the people.
During the presentation of the draft of this new constitution, Commander Chávez emphasized that the Magna Carta would repeal the one of 1961, which for almost 40 years allowed “representation” to make invisible popular leadership and participation, fundamental principles of the current Magna Carta.
“Starting today, we will begin to apply the measures that correspond to us, as the National Executive Branch, but that will not be enough. It will be necessary - I insist - for everyone here to assume their responsibilities and, especially, those of us who must lead public, private, religious, economic, social, educational institutions, and so on,” he said in 1999.
