On March 2, 1811, the first Congress of Venezuela was installed in the house of the Count of San Javier, the current corner of the Count.

This congress was attended by 30 deputies from 43 elected representatives from the provinces of Caracas, Cumaná, Barinas, Margarita and Mérida, and later representatives from Trujillo and Barcelona joined.

“Do you swear to God by the Holy Gospels that you are going to play, and do you promise to the Fatherland to preserve and defend its rights and those of Mr. Don Fernando VII, without the slightest relationship or influence with France; independent of any form of government in the Spanish peninsula and without any other representation than that which resides in the General Congress of Venezuela... to keep our sacred Religion pure, unharmed and inviolable...?” , was the oath of the deputies in the Cathedral, presided over by Archbishop Narciso Coll y Prat.

One of the first acts of the Congress was to appoint the Executive Branch, which was chaired by Don Cristóbal Mendoza. Don Juan de Escalona and Baltasar Padrón accompanied him in the triumvirate.

After declaring Venezuela's independence on July 5, Congress devoted most of its sessions to discussing the first Constitution that was approved on December 21 of that same year. Although it lasted very little, this was the first Constitution in Latin America.
