On December 24, 1943, the then citizen president, Gral Isaías Medina Angarita, inaugurated the Lidice Municipal Workers Urbanization, a social housing project that aimed to “provide working class families living in the Federal District with their own housing”.

This work was a political response to the Pan-American Congress of Municipalities held in Cuba in 1938. It was planned to build 3,500 houses, with public/domestic lighting services, white/black water systems, the streets were designed taking advantage of topographic levels with shallow slopes so that public contact services (water by truck-urban toilet) could reach all the buildings.
