This Friday, November 15, marks the 18th anniversary of the approval in the National Assembly of the Bill for Persons with Disabilities, which opened up a range of opportunities for those who, for whatever reason, whether congenital or acquired, have a disability with few opportunities for study and work.

The 96-article legislation was designed to leave behind the concept of “incapacity” under which people with disabilities were viewed and to give rise to the rights they have as Venezuelans.

The purpose of this regulation is to establish the provisions, whose precepts are of public order to achieve the integral development of persons with disabilities, through the supportive participation of society and the family, the actions of national, state and municipal bodies and public bodies, national private entities, and social organizations based on the planning, coordination and integration of public policies aimed at preventing disability, promoting, protecting and ensuring human rights, respect for dignity inherent to the human person, the recovery of opportunities, social inclusion and integration, the right to work and satisfactory working conditions in accordance with their particularities, social security, education, culture and sports in accordance with the provisions of the Constitution and the Treaties, Pacts and Conventions signed and ratified by the Republic.

As for the scope of application, the Act protects all persons with disabilities and applies to public and private, national and international bodies and entities that carry out activities within Venezuelan territory.

This Act, approved on November 15, 2006 and entered into force on January 5, 2007, also serves as an instrument to urge family members of children, adolescents and adults with disabilities to learn about their relative's disability in order to be effective partners in their educational and training activities.
