On June 11, 2009, Commander Hugo Chávez during the program Aló Presidente Theórico, number 1, held at the Teresa Carreño Theater, emphasized the importance of the formation of communes in the country to build socialism.

“A Commune must be a cell. But who has ever seen a single cell? One cell has to be next to another and another, to form the body, tissues and the human body. So it has to be an integrated system of communes, not an isolated commune over there. And that is valid right now for the Community Councils, which are clusters... You know that the cell has a nucleus, right? Well, the Community Councils are the core of the Communes, or one of the cores of the Communes. The Commune is like the cell, and the cells have to branch out, link up, they have to form a system, articulate themselves, to give shape to a body. It is the new body of the nation, from the bottom, from the core, which is you; from the cell, which is the Commune, that are being born, the Communes,” said Commander Chávez.

In this regard, he said that the Commune must be a revolutionary, social, political and moral entity.

“You have to connect with the world, we have to help you connect with the world. None of you in a Community Council, no matter how far away it is, no matter how small, no matter how small the community, can be disconnected from what is happening today in the world, from what is happening today,” he said.
