On December 9, 1902, the armies of Germany, England and Italy blocked the Venezuelan coast, an interventionist action that President Cipriano Castro rejected and proclaimed: “The insolent plant of the stranger has desecrated the sacred soil of the Fatherland.”

The justification for the blockade was the collection of debts that Venezuela had with companies from the countries mentioned above. President Castro refused to pay the foreign debts and the alleged damages suffered by European citizens in the recent Venezuelan civil wars.

Castro resisted the blockade until February 1903 where a payment agreement was reached.

Castro's patriotic character defended the country's sovereignty at the time, an action that the Venezuelan people continue together with President Nicolás Maduro in the face of the imperial onslaught.
